Housing Development and Finance Committee

Created through the Governor's 2025 Reorganization Proposal (GRP1), the Housing Development and Finance Committee (HDFC) will streamline the state's developer–facing, multifamily affordable housing funding programs and bring transparency in decision–making on affordable housing policy, awards and appeals.

Until July 1, 2026, HDFC will be under the Business, Consumer Services and Housing Agency. Starting July 1, 2026, the California Housing and Homelessness Agency (CHHA) will be established, after which HDFC will fall within CHHA. HDFC staff will operate under the strategic direction of the HDFC Executive Committee.

    • Joe Serna, Jr. Farmworker Housing Grant Program
    • Multifamily Housing Program
    • Infill Infrastructure Grant Program
    • Veterans Housing and Homelessness Prevention Program
    • Transit– Oriented Development Housing Program
    • Housing for Healthy CA
  • Subsidy Component of MIP (currently at CalHFA)
  • Affordable Housing and Sustainable Communities Housing Component (Proposed)
  • Set–Aside of Tax–Exempt Bonds and 4% Low–Income Housing Tax Credits (Proposed)

Existing NOFAs and award calendars remain unchanged during transition. Implementation of the reorganization will have minimal disruption to services.

Meeting Schedule of the HDFC Executive Committee
