The California Department of Housing and Community Development (HCD) has a proven track record of rapidly expanding the availability of quality affordable housing for Californians. With $2.2 billion in funding allocated from the passage of Proposition 1, HCD will expand on the success of its Homekey Program to help support the development of permanent supportive housing for veterans and individuals at risk of or experiencing homelessness and with mental health or substance use challenges.
HCD, Department of Health Care Services and California Department of Veterans Affairs will partner in implementing voter-approved Proposition 1, bringing the promise of expanded permanent supportive housing opportunities for people with behavioral health challenges statewide.

CA Proposition 1
Californians voted to pass Proposition 1 to modernize the behavioral health delivery system, improve accountability and increase transparency, and expand the capacity of behavioral health care facilities for Californians. Proposition 1 includes up to $6.4 billion in bonds to build new supportive housing and community-based treatment settings. The two legislative bills that created the language in Proposition 1 are:
