The Department of Consumer Affairs consists of 42 licensing programs that issue approximately 3.5 million licenses, certificates, registrations and permits in more than 250 business and professional categories, including doctors, nurses, contractors, private security companies, and private postsecondary institutions. The Department protects California consumers by investigating and prosecuting complaints, as well as helps consumers learn how to protect themselves from scams and unqualified individuals.

The Cannabis Control Appeals Panel is responsible for appeals of any decision by state cannabis licensing authorities relating to the order of any penalty assessment, issuing, denying, transferring, conditioning, suspending or revoking any license provided under MAUCRSA. The Panel consists of five members. Three are appointed by the Governor, one by the Senate Committee on Rules, and one by the Speaker of the Assembly. All are subject to confirmation by the Senate. Each member of the panel must be a resident of a different California county.
